Minecraft server not downloading files in to the file

 · Hey guys, I just have a hopefully simple issue to solve with beginning the installation process. Whenever I try to download the installer, it downloads with internet explorer. I have installed JAVA onto my computer, but when I hover over the "open with" option for the installer file, JAVA is not.
